Arp is New York musician Alexis Georgopoulos.

His new album "More" is just Out on Smalltown, and what caught my eye was this description: "..an album that could soundtrack a tea party at which Pink Floyd and Robert Wyatt are creaming the scones, while Sparks pour the tea", and in fact - why not?
